改革開放40周年紀(jì)念幣 commemorative coins celebrating the 40th anniversary of the reform and opening-up

The set consists of 7 coins: 1 gold commemorative coin, 5 silver commemorative coins and 1 double-color copper alloy commemorative coin, all of which are the legal currency of the People's Republic of China.
該套紀(jì)念幣共7枚，金質(zhì)紀(jì)念幣1枚，銀質(zhì)紀(jì)念幣5枚，雙色銅合金紀(jì)念幣1枚，均為中華人民共和國法定貨幣。

“紀(jì)念幣”用英文commemorative coins 表示，是一個國家為紀(jì)念國際或本國的政治、歷史、文化等方面的重大事件、杰出人物、 名勝古跡、珍稀動植物、體育賽事等而發(fā)行的紀(jì)念硬幣，一般為精制，限量發(fā)行。Commemorative表示紀(jì)念性的，如紀(jì)念柱（commemorative column）、紀(jì)念郵票（commemorative stamp）、紀(jì)念金幣（commemorative gold coin）等。

俞敏洪 Yu Minhong

Yu Minhong, founder of New Oriental Education and Technology Group, apologized for saying that the degeneration of Chinese women has led to the degeneration of the whole country－comments that have raised heated discussion online since Sunday.
新東方教育科技集團創(chuàng)始人俞敏洪就“中國女性墮落導(dǎo)致整個國家墮落”的言論致歉。18日以來，此番言論在網(wǎng)上引發(fā)熱議。

18日，在2018學(xué)習(xí)力大會上，俞敏洪在談到如何改變教育方向時，舉例說：

“如果中國所有的女生找男人的標(biāo)準(zhǔn)，都是這個男人會背唐詩宋詞（the poetry of Tang Dynasty and the iambic verses of Song Dynasty），那全中國所有的男人都會把唐詩宋詞背的滾瓜爛熟。如果說所有的女生都說，中國男人就是要他賺錢（gain a fortune），至于說他良心好不好我不管（do not care if they are good people），那所有的中國男人都會變成良心不好但是賺錢很多的男人。這正是中國現(xiàn)代女生挑選男人的標(biāo)準(zhǔn)（the current standard for Chinese women picking men）。

Therefore, that's why we often say that women determine whether the country is good or not. And now the degeneration of Chinese women has led to the degeneration of the whole country.
所以實際上，一個國家到底好不好，我們常常說在女性，就是因為這個原因?，F(xiàn)在中國是因為女性的墮落才導(dǎo)致整個國家的墮落。

此番言論在網(wǎng)友中引起了軒然大波（cause a stir among netizens），也引發(fā)了各界的口誅筆伐。

當(dāng)天晚上，俞敏洪發(fā)文道歉，他表示：

Today, when I tried to explain during a forum how the direction of evaluation determines the direction of education, I used the analogy of women's standards in looking for a husband. Because of my poor analogy, I caused misunderstanding among netizens, about which I'm very sorry.
今天我某個論壇上闡釋“衡量評價的方向決定了教育的方向”這一論點時，用了女人找男人的標(biāo)準(zhǔn)做例子，由于沒有表達(dá)好，引起了網(wǎng)友的誤解，在此深表歉意。

What I wanted to say was that the level of women in a country represents the level of the country. Well-educated women and mothers can cultivate well-educated children.
我想表達(dá)的真正意思是：一個國家的女性的水平，就代表了國家的水平。女性素質(zhì)高，母親素質(zhì)高，就能夠教育出高素質(zhì)的孩子。

Men are also guided by women's values. If women pursue an intellectual life, men will become more intelligent. If women care only about money, men will strive to make more money and ignore the cultivation of their spirit. If women are strong, then men are strong, then the country is strong.
男性也被女性的價值觀所引導(dǎo)，女性如果追求知性生活，男性一定會變得更智慧；女性如果眼里只有錢，男性就會拼命去掙錢，忽視了精神的修煉。女性強則男人強，則國家強。

第二天，他還到中國婦聯(lián)登門道歉。

社會信用 social credit

The plan clarifies that the Beijing Municipal Social Credit Regulations will be completed by the end of 2020, and a credit system covering all permanent residents will be established in order to speed up the construction of a "good faith" model city.
行動計劃提出，2020年底前將完成北京市社會信用條例立法，建成覆蓋全部常住人口的北京“個人誠信分”工程，加快打造誠信示范城市。

行動計劃要求完善信用聯(lián)合獎懲機制。2020年底前建成覆蓋全部常住人口的北京“個人誠信分”工程（individual credit system），大力推動信用信息在市場準(zhǔn)入（market access）、公共服務(wù)（public services）、旅游出行（tourism and transportation）、創(chuàng)業(yè)求職（business startup and job hunting）等領(lǐng)域廣泛應(yīng)用。為守信者提供便利措施和激勵措施（favorable policies）。

完善信用黑名單制度（credit blacklist system），定期公開公示企業(yè)和個人失信記錄（the dishonest behavior of enterprises and individuals），形成“一處失信、處處受限、寸步難行”的失信懲戒格局，讓違法違規(guī)失信者付出沉重代價。

此外，行動計劃還提出要打造誠信政府（build a "good faith government"），加強項目投資（project investment）、政府采購（government procurement）、招標(biāo)投標(biāo)（bidding process）、社會管理（social management）等重點領(lǐng)域政務(wù)誠信建設(shè)，對依法作出的政策承諾和簽訂的各類合同要認(rèn)真履約和兌現(xiàn)，堅決杜絕“新官不理舊賬”現(xiàn)象。

2014年，國務(wù)院印發(fā)《社會信用體系建設(shè)規(guī)劃綱要（2014—2020年）》，綱要指出，社會信用體系（social credit system）是社會主義市場經(jīng)濟體制和社會治理體制的重要組成部分（an important component of the Socialist market economy system and the social governance system）。它以法律、法規(guī)、標(biāo)準(zhǔn)和契約為依據(jù)（founded on laws, regulations, standards and charters），以健全覆蓋社會成員的信用記錄和信用基礎(chǔ)設(shè)施網(wǎng)絡(luò)為基礎(chǔ)（based on a complete network covering the credit records of members of society and credit infrastructure），以信用信息合規(guī)應(yīng)用和信用服務(wù)體系為支撐（supported by the lawful application of credit information and a credit services system）的誠信意識和信用水平。

人工智能教材 artificial intelligence (AI) textbook

China's first artificial intelligence (AI) textbook series designed for primary and secondary school students is expected to debut in 2019.
我國首部專為中小學(xué)學(xué)生設(shè)計的人工智能教材有望于2019年問世。

這套“AI上未來智造者”叢書計劃出版10冊，目前已出版6冊。分別為《AI上神奇動物》、《AI上智慧生活（smart life）》、《AI在變形工坊》、《AI上萌寵“小E”》、《AI超級工程師（super engineers）》、《AI的幕后英雄（behind-the-scene hero）——Python》，其余4冊《AI在未來小鎮(zhèn)》《AI在奇妙世界》《AI超級設(shè)計師》《AI的應(yīng)用與探索》將于2019年上半年出版。

全國共有數(shù)百所中小學(xué)將引入這套叢書作為選修課（elective courses）或校本課程（school-based curriculum），其中上海嘉定、云南昆明的百余所中小學(xué)將成為首批“優(yōu)必選AI教育示范校”，2019年春季開學(xué)后正式使用，上海閔行、楊浦、靜安、黃浦、寶山等區(qū)的多所學(xué)校也將陸續(xù)使用這套叢書教材。

叢書主編、華東師范大學(xué)課程與教學(xué)研究所王吉慶教授說，叢書結(jié)合我國中小學(xué)校人工智能教育實施現(xiàn)狀，是由眾多教育界學(xué)者、人工智能領(lǐng)域技術(shù)專家、教育部門管理者、一線科技教師合力打造的小初高貫通式課程體系。課程根據(jù)不同學(xué)段學(xué)生認(rèn)知能力（cognitive skills）和知識積累情況的差異，有針對性地組織課程內(nèi)容。

Each has its own theme with 12 to 14 main chapters and 2 to 4 chapters of activities. This series covers the educational demands of students from primary school to high school on AI and provides a systematic framework of AI knowledge.
每冊均有一個主題，包含12-14個主題章節(jié)、2-4個活動章節(jié)。這套叢書涵蓋了學(xué)生從小學(xué)到高中人工智能的教學(xué)需求，提供了系統(tǒng)的人工智能知識框架。

強制退市 compulsory delisting

The Shanghai Stock Exchange and Shenzhen Stock Exchange recently issued compulsory delisting rules for companies that seriously violate the law, and revised the regulations on relisting of companies.
上海和深圳證券交易所近日發(fā)布上市公司重大違法強制退市實施辦法，同時修訂了退市公司再上市的相關(guān)規(guī)定。

退市（delisting）指上市公司由于未滿足交易所有關(guān)財務(wù)等其他上市標(biāo)準(zhǔn)而主動或被動終止上市的情形，具體可分為主動退市（voluntary delisting）和被動（強制）退市（compulsory delisting）。

新規(guī)明確了4種重大違法退市情形，即首發(fā)上市欺詐發(fā)行（IPO fraud）、重組上市欺詐發(fā)行（fraud in listing after restructuring）、年報造假規(guī)避退市（annual report falsification to avoid delisting）以及交易所認(rèn)定的其他情形。

此外，根據(jù)證監(jiān)會7月27日發(fā)布的《關(guān)于修改 <關(guān)于改革完善并嚴(yán)格實施上市公司退市制度的若干意見> 的決定》，新增涉及國家安全（national security）、公共安全（public security）、生態(tài)安全（ecological security）、生產(chǎn)安全（production security）和公眾健康安全（public health security）等領(lǐng)域的重大違法行為，應(yīng)予退市的規(guī)定。
退市改革方案對重新上市（relisting）條件也作了修改。

對于在市場入口即違法的欺詐發(fā)行公司，違法行為惡性較大（serious violation）、反響強烈（causing public outcry），新規(guī)不再給予其重新上市的機會（deny access to the stock market）；

其他重大違法退市的公司需要在股轉(zhuǎn)公司掛牌轉(zhuǎn)讓滿5個完整會計年度方可申請重新上市（apply for relisting after five fiscal years of listing transfer）。
