據(jù)澎湃新聞報(bào)道，上海市正連同江蘇、浙江兩省醞釀出臺(tái)《上海大都市圈空間協(xié)同規(guī)劃》，方案初步擬定將覆蓋上海＋蘇州、無(wú)錫、南通、嘉興、寧波、舟山、湖州等“1＋7”市。

The Shanghai metropolitan region refers to a city cluster centered on Shanghai with a competitive industrial chain and mature urban communities. According to the plan, the region will preliminarily include Shanghai and seven cities in Jiangsu and Zhejiang provinces, namely Nantong, Suzhou and Wuxi in Jiangsu and Huzhou, Jiaxing, Ningbo and Zhoushan in Zhejiang. The metropolitan area will cover 49,000 square kilometers and have a permanent resident population of 65 million.
上海大都市圈指以上海為中心、具備有競(jìng)爭(zhēng)力的產(chǎn)業(yè)鏈以及成熟城市社區(qū)的城市群。方案初步擬定將覆蓋上海以及浙江和江蘇兩省的蘇州、無(wú)錫、南通、嘉興、寧波、舟山、湖州等7個(gè)市。陸域面積4.9萬(wàn)平方公里，常住人口約6500萬(wàn)人。

上海市規(guī)劃和自然管理局總規(guī)處處長(zhǎng)熊健在年會(huì)分論壇表示，規(guī)劃擬提出交通一體化（traffic integration）、生態(tài)環(huán)境共保共治（environmental protection）、市政基礎(chǔ)設(shè)施統(tǒng)籌（the overall planning of municipal infrastructure）、綠色網(wǎng)絡(luò)（green network）、藍(lán)網(wǎng)縱橫、文化魅力與旅游提升、產(chǎn)業(yè)協(xié)調(diào)發(fā)展（coordinated development of industries）、合作機(jī)制保障與創(chuàng)新（support and innovation of the cooperative mechanism）等八大系統(tǒng)行動(dòng)，加強(qiáng)在功能、交通、環(huán)境、設(shè)施方面的銜接（strengthen regional connections in terms of functions, transportation, the environment and facilities），促進(jìn)區(qū)域空間協(xié)同和一體化發(fā)展。

在2017年國(guó)務(wù)院正式批復(fù)的《上海城市總體規(guī)劃（2017－2035）》中就提及，

Shanghai should fully play its role as a center city and enhance collaboration with surrounding cities, in order to build the Shanghai metropolitan region into a world-class city cluster with global influence.
上海應(yīng)“從長(zhǎng)江三角洲區(qū)域整體協(xié)調(diào)發(fā)展的角度，充分發(fā)揮上海中心城市作用，加強(qiáng)與周邊城市的分工協(xié)作，構(gòu)建上海大都市圈，打造具有全球影響力的世界級(jí)城市群?！?/p>
