>Stolen painting discovered

A signed Picasso painting, which might be one of the seven artworks stolen in 2012 from the Kunsthal Museum in Rotterdam, was found in the Romanian eastern county of Tulcea, the country's anti-organized crime authorities announced Sunday. "The painting is in the custody of the Romanian authorities and will be subject to expert examination,” said the Directorate for Investigating Organized Crime and Terrorism (DIICOT). According to DIICOT, two people of Dutch nationality presented themselves at the Embassy of the Netherlands in Bucharest on Saturday night with the painting, believed to be "Tete d'Arlequin (Harlequin's Head)" by Pablo Picasso, stolen by a group of Romanian thieves. The person who found the painting is a Dutch writer of Romanian origin named Mira Feticu, who published in 2015 a novel inspired by the event at the Kunsthal Museum, dubbed "the theft of the century" by Dutch media. Feticu wrote on her social media account that she came specifically to Romania to look for the painting after she received an anonymous letter in the Romanian language indicating the place where "Tete D'Arlequin" was hidden. The writer claimed that she reached the address indicated in the letter, searched in the bushes under a tree, and found under a stone a package containing the plastic wrapped painting.

US enrollment of international students declined for the second year in a row, sending waves of unease across American colleges and universities, which see students from abroad as a buffer against the falling number of US high-school students graduating each year. The number of new international students enrolling at American institutions fell by 6.6% during the 2017-18 academic year, on top of a 3.3% decline the year before, according to a report by the Institute of International Education (IIE). The total number of international students in the US plus those working here on a student visa rose by just 1.5% this year. That was down from average annual growth of 6.1% over the past decade. Several factors are driving the decrease. Visa and immigration policy changes by the Trump administration have deterred some international students from enrolling, college administrators and immigration analysts said. A strong dollar has made US college tuition relatively more expensive, Canadian and European universities are competing fiercely for the same students, and headlines about mass shootings also may have deterred some students, said Allan Goodman, president of IIE. Foreign students are big business: They pumped $42 billion into US college and university coffers in the 2017-18 school year alone.

2018 was toxic. That's the view of the esteemed Oxford Dictionaries. Oxford said the word had become a "descriptor for the year's most talked about topics". The dictionary pointed to a 45% rise in the number of times the word has been looked up on its website, and said it best captured "the ethos, mood, or preoccupations" of 2018. It said the #MeToo movement "put the spotlight on toxic masculinity" while in politics the word has been applied to the "rhetoric, policies, agendas and legacies of leaders and governments around the globe." However, the word was most associated with the word "chemical", appearing most frequently in discussions about the environment, including "toxic substance", "toxic gas", "toxic waste" and "toxic air". The debate fostered by the Brexit vote has also been described as a toxic environment, the dictionary said, while social media platforms "have come under fire for the toxic impact they have on our mental health".

>Deadly California wildfire
加州大火79亡千人失蹤
Authorities sifted through the charred wreckage of California's deadliest-ever wildfire on Sunday, searching for any signs of the 1,276 people now listed as missing after the Camp Fire tore through the mountain town of Paradise. The remains of 79 people have been recovered so far, 63 of whom have been tentatively identified pending DNA confirmation. Early on Sunday the blaze, which ignited on Nov 8, was 60% contained, officials said. Rain is forecast for the area this week, potentially helping douse the flames but raising the risk of floods and mudslides.
