濟南實行養(yǎng)狗計分制度
Chinese cities are launching a scoring system for dog owners where anyone found failing to care for their pets could be forced to pay a fine - or even have their dog confiscated. The credit system is already being enforced in the city of Jinan, and requires anyone with a dog to register with the police - with only one dog permitted per person. The license starts with a dozen points and is embedded as a QR code on a dog's collar. Points are then deducted for various infractions, such as walking a dog without a leash or tag, not cleaning up feces, or being reported for a disturbance. Losing all 12 points means saying goodbye to the dog, the most severe punishment authorities can levy. Once a dog is confiscated, owners must pass an exam about responsible pet ownership before being reunited.

An unconventional new initiative in Canada will soon allow doctors to literally prescribe art to their patients - by giving them free access to a local museum. These patients and their loved ones will be able to feast their eyes on soothing artwork. The initiative is the first of its kind in the world. And while you certainly can't replace a conventional treatment with a couple of paintings, the idea is for such "prescriptions" to assist a person's current treatment plan. In some ways, the benefits of looking at art appear a little similar to physical activity. A systematic review of clinical art therapy found visual art has significant and positive effects on depression, anxiety, mood, trauma, distress, coping ability, and self-esteem.

Many cities in China are exploring stricter measures to protect drivers and harsher punishment for ill-behaved passengers, after a woman attacked a bus driver before the bus plunged into the Yangtze River in Chongqing, killing 15 people. Nanjing in Jiangsu province promises to install doors that separate the driver from the passengers on some 8,000 buses by 2019, People's Daily reported. Wuhan in Hubei province will replace 6,100 older buses with new models equipped with protective doors by 2025, Wuhan Evening News reported. Some places have already started to take stricter legal measures against passengers who misbehave. A local court in Shenyang, Liaoning province, sentenced three individuals in three separate cases to three years in prison with reprieve. All three had physically clashed with bus drivers, causing traffic accidents or injuries to passengers, Xinhua reported. Media reports have found at least 24 incidents of passengers grabbing the steering wheel of a bus in 2018.

臭氧層破洞正緩慢恢復
The ozone layer that shields life from cancer-causing solar rays is recovering at a rate of 1-3% per decade, reversing years of dangerous depletion caused by the release of harmful chemicals, a UN study said on Monday. A quadriennial review of the Montreal Protocol found long-term decreases in the atmospheric abundance of controlled ozone-depleting substances and the ongoing recovery of stratospheric ozone. The Antarctic ozone hole was expected to gradually close, returning to 1980 levels in the 2060s, the report said. "Evidence presented by the authors shows the ozone layer in parts of the stratosphere has recovered at a rate of 1-3% per decade since 2000,"The UN Environment and the World Meteorological Organization said in a statement. "At projected rates, the Northern Hemisphere and mid-latitude ozone are scheduled to heal completely by the 2030s followed by the Southern Hemisphere in the 2050s and polar regions by 2060."
