2017年10月18日，習近平總書記在黨的十九大報告首次提出“鄉(xiāng)村振興戰(zhàn)略（the strategy of rural vitalization）”，這是黨的十九大作出的重大決策部署，也是新時代做好“三農(nóng)”工作的總抓手。

什么是“鄉(xiāng)村振興”

鄉(xiāng)村振興（rural vitalization）是以農(nóng)村經(jīng)濟發(fā)展（rural economic development）為基礎(chǔ)，包括農(nóng)村文化（rural culture）、治理（governance）、民生（livelihood）、生態(tài)（ecological environment）等在內(nèi)的鄉(xiāng)村發(fā)展水平的整體性提升。要按照產(chǎn)業(yè)興旺、生態(tài)宜居、鄉(xiāng)風文明、治理有效、生活富裕（to build rural areas with thriving businesses, pleasant living environments, social etiquette and civility, effective governance, and prosperity）的總要求，統(tǒng)籌謀劃農(nóng)村經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)、生態(tài)文明建設(shè)和黨的建設(shè)，注重協(xié)同性、關(guān)聯(lián)性、整體性，推動農(nóng)業(yè)全面升級、農(nóng)村全面進步、農(nóng)民全面發(fā)展（agricultural upgrading, rural progress and farmers' development in an all-round way）。

實施鄉(xiāng)村振興戰(zhàn)略的重要性

“農(nóng)業(yè)農(nóng)村農(nóng)民問題是關(guān)系國計民生的根本性問題，必須始終把解決好“三農(nóng)”問題作為全黨工作重中之重?！保ㄊ糯髨蟾妫?br>Issues relating to agriculture, rural areas, and rural people are fundamental to China as they directly concern our country's stability and our people's wellbeing. Addressing these issues should have a central place on the work agenda of the Party.

鄉(xiāng)村振興戰(zhàn)略部署

2018年2月4日，《中共中央國務院關(guān)于實施鄉(xiāng)村振興戰(zhàn)略的意見》發(fā)布，對實施鄉(xiāng)村振興戰(zhàn)略進行了全面部署。

文件指出，實施鄉(xiāng)村振興戰(zhàn)略，是解決人民日益增長的美好生活需要和不平衡不充分的發(fā)展之間矛盾（to address the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life）的必然要求，是實現(xiàn)“兩個一百年”奮斗目標（to realize the Two Centenary Goals）的必然要求，是實現(xiàn)全體人民共同富裕（to achieve prosperity for all）的必然要求。

實施鄉(xiāng)村振興戰(zhàn)略的目標任務

到2020年，鄉(xiāng)村振興取得重要進展，制度框架和政策體系基本形成（the strategy should have established an institutional framework and policy system）；

到2035年，鄉(xiāng)村振興取得決定性進展，農(nóng)業(yè)農(nóng)村現(xiàn)代化基本實現(xiàn)（decisive progress shall be made, with basic modernization of agriculture and rural areas）；

到2050年，鄉(xiāng)村全面振興，農(nóng)業(yè)強、農(nóng)村美、農(nóng)民富全面實現(xiàn)（rural areas should have strong agriculture, a beautiful countryside and well-off farmers）。

產(chǎn)業(yè)振興

要推動鄉(xiāng)村產(chǎn)業(yè)振興，緊緊圍繞發(fā)展現(xiàn)代農(nóng)業(yè)，圍繞農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展，構(gòu)建鄉(xiāng)村產(chǎn)業(yè)體系，實現(xiàn)產(chǎn)業(yè)興旺，把產(chǎn)業(yè)發(fā)展落到促進農(nóng)民增收上來，全力以赴消除農(nóng)村貧困，推動鄉(xiāng)村生活富裕。
We will vitalize rural industries and build an industrial system that focuses on promoting agricultural modernization and the integrated development of the primary, secondary, and tertiary industries in rural areas. Thriving businesses will help farmers to increase income, going to all lengths to eliminate poverty and achieve prosperity in rural areas.

生態(tài)宜居

要推動鄉(xiāng)村生態(tài)振興，堅持綠色發(fā)展，加強農(nóng)村突出環(huán)境問題綜合治理，扎實實施農(nóng)村人居環(huán)境整治三年行動計劃，推進農(nóng)村“廁所革命”，完善農(nóng)村生活設(shè)施，打造農(nóng)民安居樂業(yè)的美麗家園，讓良好生態(tài)成為鄉(xiāng)村振興支撐點。
We will promote rural ecological vitalization, pursue green development, and step up efforts in dealing with significant issues concerning rural ecological environment. The three-year action plan on rural living environment improvement will be thoroughly implemented, the "toilet revolution" carried forward in rural areas, and living facilities upgraded, so that a beautiful home where farmers can live and work in peace will be built, with sound a ecological environment serving as the backbone of rural vitalization.

鄉(xiāng)風文明

要推動鄉(xiāng)村文化振興，加強農(nóng)村思想道德建設(shè)和公共文化建設(shè)，以社會主義核心價值觀為引領(lǐng)，深入挖掘優(yōu)秀傳統(tǒng)農(nóng)耕文化蘊含的思想觀念、人文精神、道德規(guī)范，培育挖掘鄉(xiāng)土文化人才，弘揚主旋律和社會正氣，培育文明鄉(xiāng)風、良好家風、淳樸民風，改善農(nóng)民精神風貌，提高鄉(xiāng)村社會文明程度，煥發(fā)鄉(xiāng)村文明新氣象。
We will push forward the revitalization of culture in rural areas under the guidance of socialist core values, and strengthen ideological and moral education, as well as public cultural services. Concepts, humanism and moral codes in traditional rural culture will be further explored, talents in related sectors cultivated, and mainstream values and social norms highlighted. In this way, rural civilization, good family virtues and simple folkways will be formed, the overall outlook of farmers and rural civilization improved and a fresh prospect of rural civilization will be in sight.

治理有效

加強農(nóng)村基層基礎(chǔ)工作，健全自治、法治、德治相結(jié)合的鄉(xiāng)村治理體系。培養(yǎng)造就一支懂農(nóng)業(yè)、愛農(nóng)村、愛農(nóng)民的“三農(nóng)”工作隊伍。
We will strengthen basic services in rural communities, and improve the rural governance model which combines self-governance, rule of law, and rule of virtue. We will train professional rural service personnel who have a good knowledge of agriculture, love our rural areas, and care about rural people.

生活富裕

增加農(nóng)民收入，要構(gòu)建長效政策機制，通過發(fā)展農(nóng)村經(jīng)濟、組織農(nóng)民外出務工經(jīng)商、增加農(nóng)民財產(chǎn)性收入等多種途徑，不斷縮小城鄉(xiāng)居民收入差距，讓廣大農(nóng)民盡快富裕起來。
To increase farmers' income, a long-term policy mechanism should be established that reduces the income gap between urban and rural residents by developing the rural economy, introducing employment and business opportunities to farmers and increasing income from property, and helping all the farmers achieve common prosperity as soon as possible.
