近日，中辦、國辦印發(fā)《防范和懲治統(tǒng)計(jì)造假、弄虛作假督察工作規(guī)定》，提出由國家統(tǒng)計(jì)局組織開展統(tǒng)計(jì)督察，省級政府和國務(wù)院有關(guān)部門建立防范和懲治統(tǒng)計(jì)造假責(zé)任制，問責(zé)統(tǒng)計(jì)違紀(jì)違法行為等將納入督察。

我國出臺了一項(xiàng)新的督查規(guī)定，打擊數(shù)據(jù)造假及相關(guān)違法行為，此舉有望提升經(jīng)濟(jì)數(shù)據(jù)的真實(shí)性，同時(shí)為政策決策更好地提供支持。

《規(guī)定》提出，根據(jù)黨中央、國務(wù)院授權(quán)，國家統(tǒng)計(jì)局（National Bureau of Statistics）組織開展統(tǒng)計(jì)督察（statistical inspections），督察內(nèi)容聚焦統(tǒng)計(jì)法定職責(zé)履行（fulfil statutory obligations）、統(tǒng)計(jì)違紀(jì)違法現(xiàn)象治理（crack down on related illegal operations）、統(tǒng)計(jì)數(shù)據(jù)質(zhì)量提升（improve data quality），維護(hù)統(tǒng)計(jì)法律法規(guī)權(quán)威（maintain authority of related laws and regulations），推動統(tǒng)計(jì)改革發(fā)展（push forward statistical reform），為經(jīng)濟(jì)社會發(fā)展做好統(tǒng)計(jì)制度保障。

督察主要通過工作座談會（panel discussions）、個別談話（one-on-one conversations）、受理舉報(bào)（handling tip-offs）、調(diào)閱資料（reviewing archives）、問卷調(diào)查（questionnaires）等形式進(jìn)行。

近兩年來，國家統(tǒng)計(jì)局持續(xù)加大對統(tǒng)計(jì)造假（statistical fraud）、弄虛作假的防范和懲治力度，查處了一批統(tǒng)計(jì)違法案件。

國家統(tǒng)計(jì)局近日通報(bào)了5起數(shù)據(jù)造假典型案件，并在通報(bào)中表示，將堅(jiān)持無禁區(qū)（zero restriction）、零容忍（zero tolerance）、全覆蓋（full coverage），堅(jiān)持重遏制、強(qiáng)高壓、長震懾，堅(jiān)定不移防范和懲治統(tǒng)計(jì)造假、弄虛作假（prevent and punish statistical fraud and data falsification）。對于重大統(tǒng)計(jì)違法案件，做到發(fā)現(xiàn)一起，查處一起，加大曝光力度（increase the exposure of data fraud），推動各地嚴(yán)格依紀(jì)依法追究統(tǒng)計(jì)違紀(jì)違法責(zé)任人責(zé)任。
