國(guó)家主席習(xí)近平11日在符拉迪沃斯托克和俄羅斯總統(tǒng)普京共同出席中俄地方領(lǐng)導(dǎo)人對(duì)話會(huì)。

習(xí)近平指出，中俄互為最大鄰國(guó)和最重要的全面戰(zhàn)略協(xié)作伙伴（the most important comprehensive strategic partner of coordination），擁有廣泛共同利益。雙方加強(qiáng)合作，深化利益交融（deepen the integration of interests），有利于攜手化解外部風(fēng)險(xiǎn)和挑戰(zhàn)（address external risks and challenges），促進(jìn)共同發(fā)展振興（boost common development and revitalization）。

Sub-national cooperation plays an important part in bilateral relations, and cooperation plans between the two countries should rely on their local regions, be implemented in local regions and benefit local regions, Xi said, stressing that the closer the sub-national cooperation is, the more solid the foundation of the China-Russia mutually beneficial cooperation will become.
習(xí)近平指出，地方合作在中俄關(guān)系中扮演著重要角色。國(guó)家合作要依托地方、落腳地方、造福地方。地方合作越密切，兩國(guó)互利合作基礎(chǔ)就越牢固。

習(xí)近平就未來(lái)兩國(guó)地方合作提出四點(diǎn)建議。

一要發(fā)揮地方政府作用，加強(qiáng)統(tǒng)籌協(xié)調(diào)（local governments should strengthen overall planning and coordination），切實(shí)優(yōu)化政策環(huán)境，鼓勵(lì)更多地方結(jié)好（forge more partnerships），為兩國(guó)企業(yè)相互投資營(yíng)造更優(yōu)質(zhì)的營(yíng)商環(huán)境（better business environment）、更便利的合作條件（more convenient conditions for cooperation）。

二要?jiǎng)?chuàng)新合作思路（innovate the ideas for cooperation），拓展合作地域（expand the areas for cooperation），善用合作平臺(tái)，發(fā)展好現(xiàn)有機(jī)制，深入探討推進(jìn)區(qū)域合作新方式（explore new ways to advance regional cooperation）。

三要深挖互補(bǔ)優(yōu)勢(shì)（give full play to their complementary advantages），突出地方特色，實(shí)現(xiàn)合作精準(zhǔn)對(duì)接（push for more precise ways of cooperation），整合優(yōu)質(zhì)資源，激發(fā)合作內(nèi)生動(dòng)力，化優(yōu)勢(shì)為收獲，打造合作亮點(diǎn)。

四要密切人文交流（increase people-to-people and cultural exchanges），強(qiáng)化合作的主流民意和社會(huì)基礎(chǔ)（cement the mainstream public opinion and social foundation for cooperation），推動(dòng)兩國(guó)地方文化、旅游、教育、媒體等領(lǐng)域交流機(jī)制化、常態(tài)化，增進(jìn)彼此好感和認(rèn)同感。

習(xí)近平強(qiáng)調(diào)，今年年初，我同普京總統(tǒng)決定2018年至2019年舉辦中俄地方合作交流年（the year of China-Russia local cooperation and exchange），將地方合作（sub-national cooperation）確定為今明兩年雙方合作主線。

The governments of the two countries will support their local regions in making the pie of cooperation bigger and sharing the fruits of cooperation, Xi said, while expressing the hope that the representatives of Chinese and Russian regional governments at the roundtable can grasp the opportunity to usher in a new era in China-Russia sub-national cooperation and contribute more to bilateral relations.
兩國(guó)政府將支持各地方做大合作蛋糕，共享合作成果。希望中俄兩國(guó)各省州代表借助中俄地方合作交流年的東風(fēng)，共同開(kāi)啟中俄地方合作新時(shí)代，為兩國(guó)關(guān)系發(fā)展添磚加瓦。

【背景知識(shí)】

東方經(jīng)濟(jì)論壇（Eastern Economic Forum，EEF）是在俄羅斯總統(tǒng)普京的倡議下從2015年開(kāi)始舉辦的，每年的舉辦地均在俄羅斯符拉迪沃斯托克。該論壇在俄實(shí)施遠(yuǎn)東開(kāi)發(fā)戰(zhàn)略（economic development of the Russian Far East）中扮演重要角色，并已逐漸成為亞太地區(qū)深化經(jīng)濟(jì)合作（the expansion of economic cooperation in the Asia-Pacific region）、探討國(guó)際和地區(qū)問(wèn)題的新平臺(tái)（a new platform to discuss international and regional issues）。

第四屆東方經(jīng)濟(jì)論壇9月11日在位于俄羅斯符拉迪沃斯托克的遠(yuǎn)東聯(lián)邦大學(xué)拉開(kāi)帷幕，國(guó)家主席習(xí)近平應(yīng)俄羅斯總統(tǒng)普京邀請(qǐng)赴俄出席論壇。本屆論壇的主題是“遠(yuǎn)東：更多機(jī)遇（The Russian Far East: Expanding the Range of Possibilities）”。
