近日,民政部、發(fā)展改革委等9部門(mén)聯(lián)合印發(fā)《全國(guó)殯葬領(lǐng)域突出問(wèn)題專項(xiàng)整治行動(dòng)方案》,對(duì)超標(biāo)收費(fèi)實(shí)施價(jià)格壟斷等殯葬領(lǐng)域突出問(wèn)題專項(xiàng)整治。

China will crack down on cemetery speculators and funeral-related fraud in a three-month campaign starting this month to address the most acute problems in the sector, the Ministry of Civil Affairs said.The crackdown will cover all funeral parlors, cemeteries, morgues, rural nonprofit burial sites and ash storage facilities affiliated with religious sites.
民政部表示，我國(guó)將從7月起針對(duì)墓地投機(jī)分子、殯葬服務(wù)欺詐等突出問(wèn)題展開(kāi)為期3個(gè)月的整治行動(dòng)，將涉及所有殯儀館、公墓、太平間、農(nóng)村公益墓地以及宗教場(chǎng)所骨灰存放設(shè)施等領(lǐng)域。

此次整治的問(wèn)題主要是兩大類、10種具體情形。

第一大類是公墓建設(shè)運(yùn)營(yíng)方面（the construction and operation of cemeteries）,主要包括8種違法違規(guī)情形：

未經(jīng)批準(zhǔn)擅自興建公墓設(shè)施（unauthorized cemeteries）；

公墓未依法辦理建設(shè)用地手續(xù)（cemeteries with incomplete legal documents）；

未經(jīng)批準(zhǔn)擅自修改公墓建設(shè)規(guī)劃、擴(kuò)大建設(shè)用地面積（cemetery managers who expand construction beyond what was approved）；

除依法向逝者健在配偶等特殊人群預(yù)售預(yù)租墓穴、骨灰存放格位并確保自用外,向未出具死亡證明、火化證明或遷葬證明的人出售出租墓穴、骨灰存放格位（people who sell graves without asking for proof of death, grave relocation）；

建造、出售(租)超規(guī)定面積墓穴(墓位)（the building of oversized graves）；

違反價(jià)格管理規(guī)定,對(duì)實(shí)行政府定價(jià)、指導(dǎo)價(jià)的墓穴(墓位)超標(biāo)準(zhǔn)收費(fèi)（overcharging for graves）,出售(租)墓穴(墓位)、骨灰存放格位實(shí)施價(jià)格欺詐、價(jià)格壟斷等違法行為；

農(nóng)村公益性墓地違規(guī)出售出租墓穴,從事?tīng)I(yíng)利活動(dòng)（profiting from rural nonprofit cemeteries）；

宗教活動(dòng)場(chǎng)所與商業(yè)資本合作,擅自設(shè)立骨灰存放設(shè)施,違規(guī)從事?tīng)I(yíng)利活動(dòng)（charging fees for keeping cremated remains at unauthorized religious sites）。

第二大類是殯葬服務(wù)、中介服務(wù)和喪葬用品銷售方面（funeral services , funeral agent services and the sale of funeral items）,主要包括2種違法違規(guī)情形:

提供殯葬服務(wù)、中介服務(wù),及銷售喪葬用品不按規(guī)定明碼標(biāo)價(jià)（lack of transparency in price）,強(qiáng)制服務(wù)收費(fèi)（coercive sales）、只收費(fèi)不服務(wù)行為；

違規(guī)經(jīng)營(yíng)、欺行霸市行為（monopolies）。
