4項(xiàng)資格條件是指：申請(qǐng)人必須同時(shí)滿足持有《北京市居住證》(have held a temporary Beijing residence permit)；不超過(guò)法定退休年齡(under the legal retirement age)；在京連續(xù)繳納社會(huì)保險(xiǎn)7年及以上(have made social insurance payments for at least seven consecutive years)；無(wú)刑事犯罪記錄(have no criminal record)。這4項(xiàng)資格條件缺一不可，否則就不能進(jìn)行申報(bào)。
