中國愿與各方共建“冰上絲綢之路”

國務院新聞辦公室1月26日發(fā)表《中國的北極政策》白皮書,這是中國首次就北極政策發(fā)表白皮書。白皮書說,中國愿依托北極航道的開發(fā)利用,與各方共建“冰上絲綢之路”。

China's Belt and Road Initiative will bring opportunities for parties concerned to jointly build a "Polar Silk Road", and facilitate connectivity and sustainable economic and social development of the Arctic, said a whitepaper issued on Friday.
26日發(fā)表的白皮書表示,中國的“一帶一路”倡議將為有關各方帶來機遇,共建“冰上絲綢之路”,有利于北極地區(qū)的互聯(lián)互通以及可持續(xù)經濟社會發(fā)展。
《中國的北極政策》白皮書(China's Arctic Policy whitepaper)共包括四個部分,分別為北極的形勢與變化(The Arctic Situation and Recent Changes)、中國與北極的關系(China and the Arctic)、中國的北極政策目標和基本原則(China's Policy Goals and Basic Principles on the Arctic)、中國參與北極事務的主要政策主張(China's Policies and Positions on Participating in Arctic Affairs)。
白皮書說:
北極資源豐富,但生態(tài)環(huán)境脆弱。中國倡導保護和合理利用北極,鼓勵企業(yè)利用自身的資金、技術和國內市場優(yōu)勢,通過國際合作開發(fā)利用北極資源。
The Arctic has abundant resources, but a fragile ecosystem. China advocates protection and rational use of the region and encourages its enterprises to engage in international cooperation on the exploration for and utilization of Arctic resources by making the best use of their advantages in capital, technology and domestic market.
中國鼓勵企業(yè)參與北極航道基礎設施建設,依法開展商業(yè)試航,穩(wěn)步推進北極航道的商業(yè)化利用和常態(tài)化運行。
China encourages its enterprises to participate in the infrastructure construction for the Arctic shipping routes and conduct commercial trial voyages in accordance with the law to pave the way for their commercial and regularized operation.
據白皮書介紹,北極航道(the Arctic shipping routes)包括東北航道(the Northeast Passage)、西北航道(Northwest Passage)和中央航道(the Central Passage)。全球變暖使北極航道有望成為國際貿易的重要運輸干線(important transport routes for international trade)。
