由中央網(wǎng)信辦、工信部、公安部、國家標(biāo)準(zhǔn)委指導(dǎo)開展的隱私條款專項(xiàng)工作24日在京公布對(duì)首批十款網(wǎng)絡(luò)產(chǎn)品和服務(wù)評(píng)審結(jié)果,督促企業(yè)整改違法違規(guī)行為,讓用戶擁有對(duì)自己個(gè)人信息的知情權(quán)和控制權(quán)。

Starting Sunday, users of Chinese online services including WeChat, Taobao and Alipay will be able to delete their accounts whenever they like.
從9月24日起，微信、淘寶、支付寶等網(wǎng)絡(luò)產(chǎn)品用戶將可隨時(shí)隨地注銷賬戶。

The policy change came after the Cyberspace Administration of China's recent inspection of the privacy settings of online services and mobile apps.
該政策調(diào)整是網(wǎng)信辦近期對(duì)網(wǎng)絡(luò)服務(wù)和應(yīng)用程序隱私條款的評(píng)審結(jié)束后推出的。

隱私條款（privacy policy）是企業(yè)收集、使用、披露以及管理用戶個(gè)人信息的公開聲明（a statement that discloses some or all of the ways a party gathers, uses, discloses, and manages a customer or client's data）。這里的用戶個(gè)人信息（personal information）包括但不限于姓名、地址、婚姻狀況、聯(lián)系方式、身份證號(hào)、醫(yī)療記錄、消費(fèi)記錄、出行記錄等。

長期以來，網(wǎng)絡(luò)運(yùn)營者在提供產(chǎn)品和服務(wù)時(shí),普遍存在隱私條款籠統(tǒng)不清（applying vague or esoteric language in privacy settings）,不主動(dòng)向用戶展示隱私條款、展示的內(nèi)容晦澀冗長,征求用戶授權(quán)同意時(shí)存在“一攬子”打包授權(quán)（bundling various policies into one agreement）等,擅自擴(kuò)大范圍收集、使用個(gè)人信息,私自共享、轉(zhuǎn)讓個(gè)人信息（collecting, utilizing, sharing and even transferring users' personal information without consent）等問題。

此次評(píng)審首批選取了微信、新浪微博、淘寶網(wǎng)、京東商城、支付寶、高德地圖、百度地圖、滴滴出行、航旅縱橫、攜程網(wǎng)十款用戶數(shù)量大（with large number of users）、與民眾生活密切相關(guān)（closely linked to daily life）、社會(huì)關(guān)注度高（popular in the country）的產(chǎn)品和服務(wù)作為評(píng)審對(duì)象,由四部門推薦的法律、標(biāo)準(zhǔn)、技術(shù)專家和企業(yè)代表共同組成專家組進(jìn)行評(píng)審。

評(píng)審結(jié)束后，十款產(chǎn)品和服務(wù)在隱私政策方面均有不同程度提升,均做到明示其收集、使用個(gè)人信息的規(guī)則（make the rules of collecting and using user's personal information transparent）,并征求用戶的明確授權(quán)。其中微信、淘寶網(wǎng)、支付寶、滴滴出行、京東商城、航旅縱橫、百度地圖、高德地圖八款產(chǎn)品和服務(wù)做到了向用戶主動(dòng)提示、并提供更多選擇權(quán)（extend user rights in personal information management）。

在滿足以上功能的基礎(chǔ)上,微信、淘寶網(wǎng)、支付寶、滴滴出行、京東商城五款產(chǎn)品和服務(wù)還提供更便利的在線“一站式”撤回和關(guān)閉授權(quán),在線訪問、更正、更新及刪除其個(gè)人信息,在線注銷賬戶等功能（customers are now allowed to review, edit, update and delete personal information, and to cancel their accounts anytime, from the services' websites）。
