國務(wù)院總理李克強9月6日主持召開國務(wù)院常務(wù)會議，部署在更大范圍推進“證照分離”改革試點并再取消一批行政許可事項，使?fàn)I商環(huán)境更加公平公正；確定推進質(zhì)量認(rèn)證體系建設(shè)的措施，加強事中事后監(jiān)管提升中國制造品質(zhì)。

The State Council, China's cabinet, said Wednesday that it will strengthen quality certification to help create a fair market environment and raise the quality of Chinese-made products.
國務(wù)院9月6日表示，要加強質(zhì)量認(rèn)證，營造公平的市場環(huán)境，提高中國制造品質(zhì)。

質(zhì)量認(rèn)證（quality certification），也叫合格評定（conformity certification），是國際上通行的管理產(chǎn)品質(zhì)量（product quality management）的有效方法。質(zhì)量認(rèn)證按認(rèn)證的對象分為產(chǎn)品質(zhì)量認(rèn)證（product quality certification）和質(zhì)量體系認(rèn)證（quality system certification）兩類；按認(rèn)證的作用可分為安全認(rèn)證（quality safety certification）和合格認(rèn)證（conformity certification）。

會議認(rèn)為，按照推進供給側(cè)結(jié)構(gòu)性改革（supply-side structural reform）的要求，推行和強化質(zhì)量認(rèn)證（promote and strengthen quality certification）這一市場經(jīng)濟基礎(chǔ)性制度，有利于加強質(zhì)量監(jiān)管（improve qualitysupervision and management），營造公平競爭市場環(huán)境，促進中國制造提質(zhì)升級、邁向中高端。

會議提出五項措施推進質(zhì)量認(rèn)證體系建設(shè)：

一要大力推廣質(zhì)量管理先進標(biāo)準(zhǔn)和方法，以航空、鐵路、汽車、信息等產(chǎn)業(yè)為重點（China will improve its quality management system to suit the characteristics of different industries, focusing on the aviation, railway, automobile and information sectors），利用信息化、智能化手段，加快完善和提升適合行業(yè)特點的質(zhì)量管理體系。

二要引導(dǎo)和強制相結(jié)合。對涉及安全、健康、環(huán)保等產(chǎn)品實施強制性認(rèn)證（Compulsory certification will be required for products involving safety, health and environmental protection.）。

三要探索創(chuàng)新質(zhì)量標(biāo)準(zhǔn)管理方式（explore new ways of quality standard management），對新技術(shù)、新產(chǎn)品、新業(yè)態(tài)實施審慎監(jiān)管。

四要強化監(jiān)管，嚴(yán)格資質(zhì)認(rèn)定標(biāo)準(zhǔn)（strengthen supervision and set strict standards for quality certification），加快推動檢驗檢測認(rèn)證機構(gòu)與政府部門脫鉤，培育發(fā)展檢驗檢測認(rèn)證服務(wù)業(yè)。

五要深化質(zhì)量認(rèn)證國際合作互認(rèn)（seek international cooperation for mutual recognition of quality certification），加快建設(shè)質(zhì)量強國。
