國務院辦公廳日前印發(fā)《關(guān)于進一步加強控輟保學提高義務教育鞏固水平的通知》(以下簡稱《通知》)，要求進一步防控義務教育學生失學輟學，確保實現(xiàn)到2020年全國九年義務教育鞏固率達到95%的目標，切實保障適齡兒童少年依法接受義務教育。

The General Office of the State Council has issued a circular requiring efforts to control the dropout rate of students to ensure the implementation of compulsory education.
國務院辦公廳發(fā)布通知，要求進一步控制學生失學輟學率，確保義務教育的實施。

The circular said such work is needed to ensure proper education for school-age children and make sure that by 2020, the percentage of students who drop out of school during the nine-year compulsory education period is reduced to less than 5 percent.
通知指出，要確保適齡兒童接受義務教育，確保實現(xiàn)到2020年，全國九年義務教育階段失學輟學的學生比例低于5%。

“失學輟學率”即dropout rate，學生從學校輟學（退學）可以用drop out of school或者quit school來表示。如果有學生在學校期間犯了很嚴重的錯誤“被學校開除”則用be expelled from school表示。

《通知》針對學生輟學原因，明確了工作措施，要求加強分類指導，因地因人施策，做到“三避免”：

一是提高質(zhì)量控輟，避免因?qū)W習困難或厭學而輟學。
The quality of rural education should be improved to make schools more attractive to students, so that they will not leave school because of difficulties or weariness in study

二是落實扶貧控輟，避免因貧失學輟學。
Poverty relief work should be enhanced to prevent students from dropping out of school for financial reasons.

三是強化保障控輟，避免因上學遠上學難而輟學。
Educational investment, planning of school construction and development of boarding schools should be improved to solve the transportation problems of rural students.
