The latest national campaign to protect intellectual property rights will focus on online movies, TV shows and news articles, the top copyright watchdog said on Tuesday.
國(guó)家版權(quán)局25日表示，全國(guó)范圍內(nèi)的保護(hù)知識(shí)產(chǎn)權(quán)專項(xiàng)行動(dòng)將聚焦網(wǎng)絡(luò)影視及新聞作品的版權(quán)。

"To protect the copyright of movies, TV series and news stories online, the battle will severely strike websites and other platforms, such as cloud storage and social media platforms, that spread unauthorized works," said Yu Cike, director of copyright management for the National Copyright Administration.
國(guó)家版權(quán)局版權(quán)管理司司長(zhǎng)于慈珂表示：“此次行動(dòng)將嚴(yán)厲打擊網(wǎng)站、云存儲(chǔ)以及社交媒體平臺(tái)等未經(jīng)授權(quán)的違法傳播行為，以保護(hù)影視作品和新聞作品的網(wǎng)絡(luò)版權(quán)?！?/p>

“劍網(wǎng)行動(dòng)”（Sword at the Internet campaign）是專門打擊網(wǎng)絡(luò)侵權(quán)盜版的專項(xiàng)治理行動(dòng)（crackdown on internet infringement and piracy），自2005年起由國(guó)家版權(quán)局聯(lián)合國(guó)家網(wǎng)信辦、工信部、公安部聯(lián)合開展。

“劍網(wǎng)2017”專項(xiàng)行動(dòng)將聚焦新聞出版影視行業(yè)的網(wǎng)絡(luò)版權(quán)保護(hù)（online copyright protection in news, publishing, movie and TV industries），突出整治影視和新聞兩類作品的侵權(quán)盜版行為，整治電子商務(wù)平臺(tái)（e-commerce platforms）和移動(dòng)互聯(lián)網(wǎng)應(yīng)用程序（APP）領(lǐng)域的版權(quán)，嚴(yán)厲打擊各類網(wǎng)站、移動(dòng)客戶端、“自媒體”傳播侵權(quán)盜版作品行為。

在對(duì)新聞作品的版權(quán)保護(hù)方面，今年“劍網(wǎng)”專項(xiàng)行動(dòng)主要有兩個(gè)方面的措施，一是打擊（crackdown），嚴(yán)厲打擊網(wǎng)站、移動(dòng)客戶端、微信公眾號(hào)等自媒體以及各類新聞信息聚合平臺(tái)，未經(jīng)許可轉(zhuǎn)載新聞作品的違法傳播行為（unauthorized spread of news articles），嚴(yán)厲打擊未經(jīng)許可摘編整合、歪曲、篡改新聞作品的侵權(quán)盜版行為；二是規(guī)范（regulation），通過發(fā)揮中國(guó)新聞媒體版權(quán)保護(hù)聯(lián)盟的作用，引導(dǎo)傳統(tǒng)媒體（traditional media）和商業(yè)網(wǎng)站（commercial websites）開展版權(quán)合作（copyright cooperation），完善網(wǎng)絡(luò)轉(zhuǎn)載版權(quán)許可付酬機(jī)制（improve the online reprinting copyright licensing mechanism），著力規(guī)范新聞作品網(wǎng)絡(luò)傳播秩序。
