5月24日，國(guó)務(wù)院常務(wù)會(huì)議指出，按照黨中央、國(guó)務(wù)院關(guān)于推動(dòng)新一輪高水平對(duì)外開(kāi)放的部署，各地區(qū)和有關(guān)部門積極推進(jìn)全國(guó)通關(guān)一體化。下一步，一要加快推進(jìn)國(guó)際貿(mào)易“單一窗口”建設(shè)，按標(biāo)準(zhǔn)版統(tǒng)一要求，年底前實(shí)現(xiàn)全國(guó)所有口岸全覆蓋。

5月24日，由李克強(qiáng)總理主持的國(guó)務(wù)院常務(wù)會(huì)議指出，“單一窗口”要在年底前覆蓋所有口岸。

今年的《政府工作報(bào)告》提出“推廣國(guó)際貿(mào)易‘單一窗口’，實(shí)現(xiàn)全國(guó)通關(guān)一體化”（extend the practice of processing international trade through a single window, and achieve nationwide integration of customs clearance procedures）。

“單一窗口”（single-window system）指的是指參與國(guó)際貿(mào)易和運(yùn)輸?shù)母鞣剑╝ll parties involved in international trade and transport），通過(guò)單一的平臺(tái)提交標(biāo)準(zhǔn)化的信息和單證以滿足相關(guān)法律法規(guī)及管理的要求，也就是說(shuō)，所有的進(jìn)出口手續(xù)可以一站式辦理（all export and import procedures can be done at one stop），貨物清關(guān)流程更加便捷、順暢。

國(guó)務(wù)院常務(wù)會(huì)議指出，建立進(jìn)出境申報(bào)（customs declaration）、物流監(jiān)控（logistics monitoring）、企業(yè)資信（enterprise credit standing）等數(shù)據(jù)共享平臺(tái)（information sharing platform），凡可通過(guò)口岸部門間聯(lián)網(wǎng)查驗(yàn)的證件、資料不再要求企業(yè)提供，最大限度實(shí)現(xiàn)申報(bào)、查驗(yàn)、稅費(fèi)支付等各環(huán)節(jié)無(wú)紙化。

目前，全國(guó)共有17個(gè)城市在貨物清關(guān)服務(wù)方面實(shí)現(xiàn)了“單一窗口”，國(guó)務(wù)院常務(wù)會(huì)議要求在年底前覆蓋所有口岸。
