為加強出入境管理(strengthen entry and exit control)，根據(jù)《中華人民共和國出境入境管理法》有關(guān)規(guī)定，經(jīng)國務(wù)院批準，公安部決定對入境外國人留存指紋(fingerprint foreigners entering China, collect and store the fingerprints of foreigners coming into the country)等人體生物識別信息(biometric information)。

根據(jù)公安部發(fā)布的通知，2017年，中國邊檢機關(guān)(border control authorities)將分批在全國對外開放口岸(port)對入境中國的14(含)至70(含)周歲外國人留存指紋，持外交護照或有對等互惠安排等情形的外國人可以免留指紋(those holding diplomatic passports or under reciprocal conditions are exempted from providing fingerprints)。今起將在深圳機場等口岸開展試點，其后陸續(xù)推廣實施。

公安部表示，留存出境入境人員(people exiting or entering the country)的生物識別信息是加強出入境管理的重要舉措，目前國際上已有多個國家實施這一措施。中國人民公安大學教授張杰稱，留存外國人指紋能大大降低持他人護照非法入境中國的人數(shù)(fingerprinting foreigners can significantly reduce the number of people entering China illegally with other people's passports)，還能縮短經(jīng)常出入境人員的邊檢時間(the time spent at border control)。
