國(guó)務(wù)院新聞辦公室11日發(fā)表《中國(guó)的亞太安全合作政策》白皮書。白皮書說(shuō)，亞洲和太平洋地區(qū)在世界格局中具有重要戰(zhàn)略地位。近年來(lái)，地區(qū)國(guó)家進(jìn)一步加大對(duì)亞太地區(qū)的重視和投入。隨著國(guó)際關(guān)系格局的深刻調(diào)整，亞太地區(qū)格局也在發(fā)生重要深刻變化。

China on Wednesday issued a white paper on "China's Policies on Asia-Pacific Security Cooperation," which also clarified the nation's stance on issues of regional concern.
中國(guó)政府1月11日發(fā)表《中國(guó)的亞太安全合作政策》白皮書，闡述了中國(guó)在地區(qū)熱點(diǎn)問(wèn)題上的立場(chǎng)。

除前言和結(jié)束語(yǔ)外，《中國(guó)的亞太安全合作政策》白皮書共分中國(guó)對(duì)亞太安全合作的政策主張（China's Policies and Positions on Asia-Pacific Security Cooperation）、中國(guó)的亞太安全理念（China's Security Vision for the Asia-Pacific Region）、中國(guó)與地區(qū)其他主要國(guó)家的關(guān)系（China's Relations with Other Major Asia-Pacific Countries）、中國(guó)在地區(qū)熱點(diǎn)問(wèn)題上的立場(chǎng)和主張（China's Positions and Views on Regional Hotspot Issues）、中國(guó)參與亞太地區(qū)主要多邊機(jī)制（China's Participation in Major Multilateral Mechanisms in the Asia-Pacific Region）、中國(guó)參與地區(qū)非傳統(tǒng)安全合作（China's Participation in Regional Non-Traditional Security Cooperation）等六部分。

白皮書（white paper）是一國(guó)政府或議會(huì)正式發(fā)表的以白色封面裝幀的重要文件或報(bào)告書的別稱。白皮書作為一種官方文件，代表政府立場(chǎng)，講究事實(shí)清楚、立場(chǎng)明確、行文規(guī)范、文字簡(jiǎn)練。白皮書既可以是系列的，比如，中國(guó)國(guó)防白皮書，自1998年以來(lái)就是每?jī)赡瓿鲆淮?；也可以是在某個(gè)特定環(huán)境下專門發(fā)表的，如為駁斥西方國(guó)家對(duì)中國(guó)人權(quán)政策的攻擊，我國(guó)發(fā)表了若干有關(guān)中國(guó)人權(quán)狀況的白皮書。

中國(guó)愿同地區(qū)國(guó)家秉持合作共贏理念，扎實(shí)推進(jìn)安全對(duì)話合作，共同維護(hù)亞太和平與穩(wěn)定的良好局面。
China is ready to pursue security through dialogue and cooperation in the spirit of working together for mutually beneficial results, and safeguard peace and stability jointly with other countries in the region.

擴(kuò)大經(jīng)濟(jì)利益融合是國(guó)家間關(guān)系的重要基礎(chǔ)，實(shí)現(xiàn)共同發(fā)展是維護(hù)和平穩(wěn)定的根本保障，是解決各類安全問(wèn)題的“總鑰匙”。
To enhance the convergence of economic interests is an important basis for sound state-to-state relations. Common development provides a fundamental safeguard for peace and stability, and holds the key to various security issues.

志同道合是伙伴，求同存異同樣可以成為伙伴，關(guān)鍵在于平等相待、合作共贏。
Countries may become partners when they have the same values and ideals, but they can also be partners if they seek common ground while reserving differences. The key is to remain committed to treating each other as equals and carrying out mutually beneficial cooperation.

地區(qū)國(guó)家應(yīng)共同努力，走“對(duì)話而不對(duì)抗，結(jié)伴而不結(jié)盟”的新路，共建互信、包容、合作、共贏的亞太伙伴關(guān)系。
All countries should make joint efforts to pursue a new path of dialogue instead of confrontation and pursue partnerships rather than alliances, and build an Asia-Pacific partnership featuring mutual trust, inclusiveness and mutually beneficial cooperation.

國(guó)際和地區(qū)規(guī)則應(yīng)由各國(guó)共商共建共享，不能由哪一個(gè)國(guó)家說(shuō)了算，不能把個(gè)別國(guó)家的規(guī)則當(dāng)作“國(guó)際規(guī)則”，更不能允許個(gè)別國(guó)家打著所謂“法治”的幌子侵犯別國(guó)合法權(quán)益。
International and regional rules should be discussed, formulated and observed by all countries concerned, rather than being dictated by any particular country. Rules of individual countries should not automatically become "international rules," still less should individual countries be allowed to violate the lawful rights and interests of others under the pretext of "rule of law."

建設(shè)與中國(guó)國(guó)際地位相稱、與國(guó)家安全和發(fā)展利益相適應(yīng)的鞏固國(guó)防和強(qiáng)大軍隊(duì)，是中國(guó)現(xiàn)代化建設(shè)的戰(zhàn)略任務(wù)，也是中國(guó)實(shí)現(xiàn)和平發(fā)展的堅(jiān)強(qiáng)保障。中國(guó)武裝力量為國(guó)家發(fā)展提供了安全保障和戰(zhàn)略支撐，也為維護(hù)世界和平與地區(qū)穩(wěn)定作出了積極貢獻(xiàn)。
