“十三五”時期是全面建成小康社會、實(shí)現(xiàn)我們黨確定的“兩個一百年”奮斗目標(biāo)的第一個百年奮斗目標(biāo)的決勝階段。黨的十八屆五中全會審議通過的《中共中央關(guān)于制定國民經(jīng)濟(jì)和社會發(fā)展第十三個五年規(guī)劃的建議》（簡稱《建議》），明確提出了“十三五”時期我國經(jīng)濟(jì)社會發(fā)展的基本思路、主要目標(biāo)和新的發(fā)展理念，對各重點(diǎn)領(lǐng)域的重大戰(zhàn)略、重大工程、重大舉措作出部署，具有重要的理論意義和實(shí)踐價值。本期術(shù)語發(fā)布圍繞《建議》中提出的發(fā)展階段定位、發(fā)展目的、發(fā)展理念等，選取了15條重要術(shù)語和表述，力求反映《建議》的思想性、戰(zhàn)略性、前瞻性和指導(dǎo)性。
