近日，國務(wù)院總理李克強就全國“易地扶貧搬遷”工作作出重要批示。

Premier Li Keqiang said recently that China should relocate people living in impoverished regions with no sustainable conditions.
國務(wù)院總理李克強近日表示，我國將為生活在無可持續(xù)發(fā)展條件貧困地區(qū)的群眾實行異地搬遷。

In Li's written instruction, relocating the poor is crucial for targeted poverty alleviation efforts, and is a key measure so the country can meet its poverty alleviation goal to build a comprehensively well-off society in five years.
他在批示中指出，易地扶貧搬遷是實施精準扶貧、精準脫貧的有力抓手，是實現(xiàn)扶貧目標和在未來五年建成小康社會的關(guān)鍵舉措。

堅持加大中央財政支持(increasing fiscal support)和多渠道籌集資金(more channels to finance relocation)相結(jié)合，用好各類扶貧資源，合力攻堅。堅持搬遷和發(fā)展(both relocation and development)“兩手抓”，妥善解決搬遷群眾(relocated households)的居住(housing)、醫(yī)療(healthcare)、教育(education)等問題，統(tǒng)籌謀劃安置區(qū)產(chǎn)業(yè)發(fā)展與群眾就業(yè)創(chuàng)業(yè)(employment and entrepreneurship)，確保他們生活有改善、發(fā)展有前景。

國務(wù)院副總理汪洋在會上指出，易地扶貧搬遷要與推進城鎮(zhèn)化(urbanization)和農(nóng)業(yè)現(xiàn)代化(agricultural modernization)緊密結(jié)合，支持搬遷群眾(relocated residents)發(fā)展特色種養(yǎng)產(chǎn)業(yè)(rearing animals)，加強培訓(xùn)提高搬遷群眾就業(yè)能力(enhancing the employment training)，改善搬遷安置區(qū)(resettlement areas)基礎(chǔ)設(shè)施和公共服務(wù)(public services)，確保搬得出、穩(wěn)得住、有事做、能致富，逐步融入當?shù)厣鐣?/p>

At the beginning of this year, China had 70.2 million people below the poverty line. The government plans to lift about 10 million people out of poverty by 2020 by relocating them.
今年年初，我國仍有7020萬人生活在貧困線以下。政府計劃，到2020年，通過易地搬遷幫助1000萬人口實現(xiàn)脫貧。
