China rolls out military reform plan. Chinese President Xi Jinping has urged breakthroughs in reform of the country's armed forces by 2020, vowing to reorganize the current military administration structure and military command system.
中國(guó)推出了軍隊(duì)改革計(jì)劃。國(guó)家主席習(xí)近平要求，2020年前軍隊(duì)改革要取得突破性進(jìn)展，并指出要整頓目前的軍事管理結(jié)構(gòu)和軍隊(duì)指揮體制。

中國(guó)軍隊(duì)改革（military reform）正式拉開大幕。習(xí)近平在中央軍委改革工作會(huì)議上強(qiáng)調(diào)，全面實(shí)施改革強(qiáng)軍戰(zhàn)略，堅(jiān)定不移走中國(guó)特色強(qiáng)軍之路。

此次會(huì)議作出了系列重要“軍改”部署，部分內(nèi)容如下：

1、 強(qiáng)化軍委集中統(tǒng)一領(lǐng)導(dǎo)（the CMC's "centralized and unified" leadership should be strengthened）。要推進(jìn)領(lǐng)導(dǎo)掌握部隊(duì)和高效指揮部隊(duì)有機(jī)統(tǒng)一，形成軍委總管、戰(zhàn)區(qū)主戰(zhàn)、軍種主建（the CMC takes charge of the overall administration of the People's Liberation Army (PLA) and the Chinese People's Armed Police; battle zone commands focus on combats; and different military services pursue their own construction）的格局。堅(jiān)持堅(jiān)定正確的政治方向（maintain "correct political direction"），通過一系列體制設(shè)計(jì)和制度安排（a series of designs and arrangements），把黨對(duì)軍隊(duì)絕對(duì)領(lǐng)導(dǎo)的根本原則和制度進(jìn)一步固化下來并加以完善（consolidate the basic principle that "the Communist Party of China (CPC) has absolute leadership of the armed forces"），強(qiáng)化軍委集中統(tǒng)一領(lǐng)導(dǎo)。

2、 組建陸軍領(lǐng)導(dǎo)機(jī)構(gòu)，重新調(diào)整劃設(shè)戰(zhàn)區(qū)。對(duì)領(lǐng)導(dǎo)管理體制和聯(lián)合作戰(zhàn)指揮體制進(jìn)行一體設(shè)計(jì)（integrate the administrative system and the joint battle command system），著力構(gòu)建軍委——戰(zhàn)區(qū)——部隊(duì)的作戰(zhàn)指揮體系（establish a three-tier "CMC - battle zone commands - troops" command system）和軍委——軍種——部隊(duì)的領(lǐng)導(dǎo)管理體系（administration system that runs from CMC through various services to the troops）。

3、 組建新的監(jiān)管體制（establish a new discipline inspection commission），組建新的軍委紀(jì)委，組建新的軍委政法委。

4、 裁軍30萬，精簡(jiǎn)機(jī)關(guān)和非戰(zhàn)斗機(jī)構(gòu)人員。
China will cut its troops by 300,000. Administrative and non-combatant personnel in the military will be downsized.

5、 推進(jìn)軍官、士兵、文職人員等制度改革，深化軍人醫(yī)療、保險(xiǎn)、住房保障、工資福利等制度改革。
Reforms will be carried out and deepened in the management of all personnel, as well as the systems of medical care, insurance, housing and payments for servicemen.
