國(guó)家版權(quán)局于近日下發(fā)通知，要求網(wǎng)盤(pán)服務(wù)商應(yīng)主動(dòng)屏蔽、移除侵權(quán)作品，防止用戶違法上傳、存儲(chǔ)并分享他人作品。嚴(yán)格網(wǎng)盤(pán)監(jiān)管，打擊盜版。

The new regulation stipulates that cloud storage service providers have the obligation and responsibility to fight against piracy. The new rules are part of the government's anti-piracy campaign that aims to improve online copyright management.
10月23日，國(guó)家版權(quán)局發(fā)布了網(wǎng)絡(luò)信息存儲(chǔ)服務(wù)新規(guī)。新規(guī)規(guī)定，網(wǎng)盤(pán)服務(wù)商有義務(wù)和責(zé)任打擊盜版。新規(guī)的出臺(tái)是我國(guó)政府加強(qiáng)網(wǎng)絡(luò)版權(quán)管理，打擊盜版活動(dòng)的行動(dòng)之一。

近幾年，云存儲(chǔ)（cloud storage）開(kāi)始受到網(wǎng)友熱捧，不用占用電腦存儲(chǔ)空間，電影、電視劇隨心下載，隨時(shí)隨地都能訪問(wèn)，各類網(wǎng)盤(pán)很快就吸引了大批用戶。網(wǎng)盤(pán)其實(shí)就是各類云存儲(chǔ)服務(wù)商提供的云存儲(chǔ)服務(wù)，所以英文里多用cloud storage service表示，此次出臺(tái)的網(wǎng)盤(pán)新規(guī)（new regulation on online information storage services）如果套用當(dāng)前的cloud系列，我們就可以用cloud rules來(lái)表示。

新規(guī)規(guī)定，網(wǎng)盤(pán)服務(wù)商應(yīng)該禁止用戶上傳、存儲(chǔ)或分享侵權(quán)作品（prevent the uploading, storing or sharing of content that infringes copyright）；對(duì)于侵權(quán)用戶（copyright offenders），網(wǎng)盤(pán)服務(wù)商應(yīng)根據(jù)侵權(quán)情形，給予列入黑名單、暫?；蛘呓K止服務(wù)等處置（putting them on a blacklist, suspending or terminating their services）。
