蟻貪多發(fā)生在基層公職人員（grassroots officials）中。與被稱作“老虎”的腐敗高官（corrupt high-ranking officials）相比，蟻貪的特征是單次金額少，受賄次數(shù)多、持續(xù)時(shí)間長(zhǎng)、不容易被察覺（not very noticeable）。

“蟻貪”任其發(fā)展必危及經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定，破壞黨和政府形象（undermine the government image），影響黨群干群關(guān)系（estrange the government from the people）。
