“薪酬改革”將出配套政策

人社部部長(zhǎng)尹蔚民10日說(shuō),央企負(fù)責(zé)人薪酬制度改革1月份實(shí)施以來(lái)情況較好,所有央企負(fù)責(zé)人都執(zhí)行統(tǒng)一薪酬制度,相關(guān)監(jiān)管或考核部門(mén)正制定具體辦法,預(yù)計(jì)3月份出臺(tái)配套政策。

央企負(fù)責(zé)人薪酬改革已經(jīng)進(jìn)行了十年,人社部部長(zhǎng)尹蔚民表示,詳細(xì)的配套政策將于3月底出臺(tái)。
薪酬改革即salary reform,央企負(fù)責(zé)人(executives at China's major State-owned enterprises/SOEs)薪酬今年1月起執(zhí)行新方案,統(tǒng)一薪酬組成包括:基本年薪(basic salary)、績(jī)效收入(performance-based payment)、任期激勵(lì)(incentive income during the tenure)?;灸晷绞茄肫笤趰徛毠て骄べY的2倍;績(jī)效收入不超過(guò)基本年薪的2倍。任期激勵(lì)不能超過(guò)基本年薪績(jī)效工資的30%。
2014年8月,中共中央政治局(the Political Bureau of the Communist Party of China Central Committee )召開(kāi)會(huì)議,審議通過(guò)了《中央管理企業(yè)負(fù)責(zé)人薪酬制度改革方案》( a reform plan for the payment packages of executives of central SOEs )。此方案1月份開(kāi)始實(shí)施。
李克強(qiáng)在政府工作報(bào)告中指出,薪酬改革是央企改革的一部分,中國(guó)還將完善現(xiàn)代企業(yè)制度( improve the modern enterprise system),改革經(jīng)營(yíng)者激勵(lì)約束機(jī)制(reform the incentive and restraint mechanism for managers),加強(qiáng)國(guó)有資產(chǎn)監(jiān)管,防止流失(strengthen the supervision of State-owned assets to prevent their loss)。
