國務(wù)院總理李克強(qiáng)1月19日主持召開國務(wù)院常務(wù)會(huì)議，推進(jìn)深化醫(yī)藥衛(wèi)生體制改革，部署加強(qiáng)鄉(xiāng)村醫(yī)生隊(duì)伍建設(shè)、更好保障農(nóng)村居民身體健康。

To do so, all counties in China will have at least one general hospital and a Traditional Chinese medicine (TCM) hospital. Trans-regional medical institutions will be tried in the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta regions.

為實(shí)現(xiàn)這一目標(biāo)，縣級(jí)原則上設(shè)一個(gè)縣辦綜合性醫(yī)院和一個(gè)中醫(yī)類醫(yī)院。在首都經(jīng)濟(jì)圈（京津冀）、長三角、珠三角等地區(qū)，未來將試行跨區(qū)域統(tǒng)籌設(shè)置醫(yī)療衛(wèi)生機(jī)構(gòu)。

文中的trans-regional medical institutions就是指“跨區(qū)域醫(yī)療衛(wèi)生機(jī)構(gòu)”。會(huì)議確定，原則上將按照每千服務(wù)人口不少于1名的標(biāo)準(zhǔn)（every 1,000 residents in the countryside have access to at least one doctor）在全國配備鄉(xiāng)村醫(yī)生（rural doctors）。采取公建民營（public-private partnerships）、政府補(bǔ)助（government subsidies）等方式，支持村衛(wèi)生室（village medical institutions）建設(shè)和設(shè)備購置。

針對(duì)鄉(xiāng)村醫(yī)生普遍專業(yè)素質(zhì)有待提高的現(xiàn)狀，國家層面將致力扶持開展免費(fèi)培訓(xùn)（extra training for free）和脫產(chǎn)進(jìn)修（further education opportunities），建立鄉(xiāng)村全科執(zhí)業(yè)助理醫(yī)師制度，優(yōu)化醫(yī)療資源配置（optimize the allocation of medical resources），加強(qiáng)基層醫(yī)療機(jī)構(gòu)（grassroots medical institutions）服務(wù)能力。
