近日，交通運輸部發(fā)布消息，《出租汽車經營服務管理規(guī)定》將于明年1月1日起正式施行?！兑?guī)定》對出租汽車經營許可、安全運營、服務要求和市場監(jiān)管等內容作出限定?！兑?guī)定》明確，在“駕駛員拒絕按規(guī)定接受刷卡付費”等四種情形之下，乘客有權拒絕支付費用。

A new taxi industry regulation will allow passengers to refuse to pay fares if drivers break certain rules. The regulation requires drivers to choose the most direct route, and says they cannot refuse passengers' requests, negotiate the price or drop off passengers in the middle of the trip.

出租車行業(yè)新規(guī)將允許乘客在出租車司機違法某些規(guī)定的情況下拒付車費。該規(guī)定要求司機選擇最直達的路線，不得拒載、議價或者中途甩客。

將于明年1月1日起正式施行的出租車行業(yè)新規(guī)（new taxi industry regulation）規(guī)定，出租汽車營運過程中，“駕駛員不按照規(guī)定使用計價器，或者計價器發(fā)生故障時繼續(xù)運營”（drivers don't use meters or keep the taxi running when the meter is down）、“駕駛員不按照規(guī)定向乘客出具相應車費票據(jù)”(drivers don't give receipts)、“駕駛員因發(fā)生道路交通安全違法行為接受處理，不能將乘客及時送達目的地”(drivers don't get passengers to destinations due to violation of traffic rules)、“駕駛員拒絕按規(guī)定接受刷卡付費”(drivers refuse to accept payment via transportation cards)等四種情形之下，乘客有權拒絕支付租車費用。

近兩年，有關出租車的新聞中最熱門的大概是“打車軟件”（taxi-hailing apps or cab-hailing apps）之間的搶人大戰(zhàn)了。各個軟件平臺紛紛推出返現(xiàn)優(yōu)惠政策吸引用戶，最受益的當然就是打車一族了。該規(guī)定也明確，各地應當根據(jù)實際情況發(fā)展出租汽車電召服務，采取多種方式建設出租汽車電召服務平臺，推廣人工電話召車（taxi-calling hotline）、手機軟件召車(taxi-calling apps)、網絡約車（online booking）等出租汽車電召服務，建立完善電召服務管理制度。
