近年來(lái)“吃空餉”現(xiàn)象頻現(xiàn)，已成為侵蝕財(cái)政資金的“黑洞”。河北、四川、河南、吉林四省已有10萬(wàn)余“吃空餉”者現(xiàn)形，其中不乏邊上學(xué)邊領(lǐng)錢(qián)的“娃娃官”?！肮賯}(cāng)鼠”頑癥曝出不少編制管理之亂。

More than 100,000 "phantom employees" of provincial governments have been cleaned out of civil servant teams in Hebei, Sichuan, Henan and Jilin provinces since a national campaign was launched last year, requiring stricter measures to keep government teams clean and efficient, experts said.

自從去年發(fā)起一次全國(guó)范圍的整治運(yùn)動(dòng)，河北、四川、河南、吉林四省已經(jīng)有10萬(wàn)余吃空晌人員被清理出公務(wù)員隊(duì)伍。專家表示，政府要保持廉潔高效需要采取更嚴(yán)厲的措施。

“吃空晌”的英文表達(dá)是being paid although they did not work，而“吃空晌人員”則被形象地表達(dá)為phantom employees。

吃空晌人員通常在政府或public institutes（事業(yè)單位）中占據(jù)職位，雖然不工作，但卻能定期拿到薪水。Lack of effective supervision from higher authorities（上級(jí)機(jī)關(guān)缺乏監(jiān)管）和light punishments after exposure（被發(fā)現(xiàn)后處罰太輕）是吃空晌屢禁不止的重要原因。
