上海出新規(guī)整治“群租”

據(jù)《東方早報》報道,上海房管局局長劉海生透露,上海已經(jīng)起草了一條針對群租行為的新規(guī)定,計劃下個月開始實施。

Shanghai has drafted a new rule to regulate group renting, the practice of dividing apartments into smaller rooms and renting them separately, and vows to substantially raise the penalty imposed on illegal renters.
上海已經(jīng)起草了一個規(guī)范群租行為的新條例,據(jù)稱這一新規(guī)定將大大加重對非法承租人的懲罰力度。群租就是把公寓里的房間隔成更小的房間,然后分別租給不同的人。
群租的英文表達就是group renting,具體而言就是dividing apartments into smaller rooms and renting them separately。
對于那些tenants who illegally sublet apartments to others(非法將房屋轉租他人的二房東),按新規(guī)定將征收更高的罰款(目前罰款最高為3萬元)。
盡管政府已出臺多項政策來阻止property speculation(房產(chǎn)投機,炒房),并努力發(fā)展affordable housing(經(jīng)濟適用房),中國大城市的高房價還是逼迫許多低收入的人去住群租房的隔斷間或住basement apartments(地下室)。
