俄羅斯就敘利亞化學(xué)武器問題提出的建議獲得國際社會普遍支持，一觸即發(fā)的敘利亞局勢似乎出現(xiàn)轉(zhuǎn)機。敘利亞外交部長穆阿利姆10日表示，敘利亞領(lǐng)導(dǎo)人已經(jīng)同意接受俄方提出的將化武設(shè)施置于國際監(jiān)督之下的建議。

敘利亞外交部長穆阿利姆周二表示，敘利亞政府“已經(jīng)同意”俄羅斯提出的建議，將化學(xué)武器交給國際社會控制。

英文報道中有關(guān)敘利亞交出化學(xué)武器的表述為：to hand over its chemical weapons stocks to international control或to place its chemical weapons under international control，也就是“將化學(xué)武器交給國際社會控制”。具體的操作可能包括：提供有關(guān)化武的所有信息（providing all information about these weapons）、公開化武的存放地點（declaring the location of the chemical weapons）、停止生產(chǎn)化武（stopping production of the chemical weapons），以及向俄羅斯以及聯(lián)合國其他成員國的代表展示化武生產(chǎn)設(shè)施（showing these production facilities to representatives of Russia and other United Nations member states）。

俄羅斯總統(tǒng)普京此前表示，只有美國及其盟友放棄對敘軍事打擊（to rule out military action），該提議才有可能成功。美國總統(tǒng)奧巴馬周二宣布讓國會推遲有關(guān)對敘動武的投票（to postpone a vote on authorizing military action），并表示如果外交手段失?。?strong>diplomacy fails）仍可能采取軍事行動。
