7月17日，國務(wù)院頒布的《國務(wù)院辦公廳關(guān)于印發(fā)國家新聞出版廣電總局主要職責(zé)內(nèi)設(shè)機(jī)構(gòu)和人員編制規(guī)定的通知》在網(wǎng)上公示，其中第14條“取消一般題材電影劇本審查，實(shí)行梗概公示”引起熱議。

The State Administration of Press, Publication, Radio, Film and TV released a policy on Wednesday, saying that films of "general subjects" no longer need to have their scripts vetted by the institution.

國家新聞出版廣電總局在本周三頒布新政，稱“一般題材電影”將不再進(jìn)行劇本審查。

一般題材電影（films of general subjects）是相對(duì)于特殊題材（significant subjects）而言的，影片主要人物和情節(jié)除涉及民族、宗教、軍事、外交、公安、司法、歷史事件等方面內(nèi)容（ethnic groups, religion, military, diplomacy, police, the judicial system or historic events）以外的電影都屬于“一般題材”。

一般題材的電影只需在網(wǎng)站上公示電影的梗概（publicize a synopsis）以取得電影拍攝許可證（get a license to shoot / obtain a shooting license），但在影院公映（theatrical release）之前仍需經(jīng)過國家新聞出版廣電總局（The State Administration of Press, Publication, Radio, Film and TV）的后期電影審查。
