近日，二手房轉(zhuǎn)讓所得征20%個(gè)稅的消息引爆了交易市場(chǎng)。新華社援引稅收專(zhuān)家說(shuō)法稱(chēng)，若轉(zhuǎn)讓自用5年以上且是家庭惟一生活用房，應(yīng)不在此次規(guī)定之列；各地或在4月前后出臺(tái)調(diào)控細(xì)化政策。

上文中的shift the tax increase to the buyer就是指交易稅費(fèi)“轉(zhuǎn)嫁”。有些租房者表示，secondhand housing transactions（二手房交易）中的tax increase（稅費(fèi)提高）目的是制止house speculation（房產(chǎn)投機(jī)），但最終會(huì)推漲housing rental fees（房屋租賃價(jià)格）。

有專(zhuān)家表示，新政也會(huì)對(duì)demands from first-home buyers（首次置業(yè)需求）以及demands from those who want to sell their apartments and buy bigger ones to improve their living conditions（改善型需求）造成打擊。也有人呼吁，real estate tax levy system（房地產(chǎn)稅收體制）改革勢(shì)在必行。
