北京師范大學(xué)兒童福利研究中心數(shù)據(jù)顯示，截至2011年12月，全國(guó)約58萬名“事實(shí)孤兒”中，父親去世、母親改嫁的占91%。在河南，“事實(shí)孤兒”有4萬多人；山東各類福利機(jī)構(gòu)收養(yǎng)的此類兒童有1.9萬；在新疆，至少有5000個(gè)這樣的孩子......

China has around 580,000 "de facto orphans" and they are in urgent need of the country's assistance, China Youth Daily reported on Monday.
據(jù)《中國(guó)青年報(bào)》周一報(bào)道，中國(guó)約有58萬“事實(shí)孤兒”，他們急需國(guó)家救助。

“事實(shí)孤兒”，即“事實(shí)無人撫養(yǎng)兒童”（de facto unattended children），可以用de facto orphans表示。de facto是一個(gè)拉丁語(yǔ)的表述，意思為“事實(shí)上”或者“執(zhí)行上”，例如de facto relationship（事實(shí)上的關(guān)系，同居關(guān)系）。

2011年9月，民政部在下發(fā)的相關(guān)通知中，首次將“父母沒有雙亡，但家庭沒有能力、或沒有意愿撫育的兒童”（children with one or two parents alive but unwilling or unable to raise them ）界定為“事實(shí)孤兒”?？梢?，“事實(shí)孤兒”雖非孤兒，卻具備孤兒的核心特質(zhì)。他們沒有父母的經(jīng)濟(jì)支持（ lost the economic support of their parents），是邊緣人群（marginalized group）。

因?yàn)槿鄙俑改傅膼郏╨ack of parental love），他們經(jīng)常被同齡人嘲笑（ mocked by peers），同時(shí)他們中大部分人并不能享受農(nóng)村醫(yī)療計(jì)劃（rural medical care schemes）。一些社會(huì)團(tuán)體呼吁：“事實(shí)孤兒”急需國(guó)家救助（ national assistance），以解決他們的困境（address their plight）。同時(shí)他們希望將“事實(shí)兒童”能納入制度性救助體系（ bring these children under the nation's assistance program）。
