最高檢表示，減刑、假釋、暫予監(jiān)外執(zhí)行工作確實(shí)存在一些問(wèn)題。具體表現(xiàn)為“有權(quán)有錢人”最容易鉆減刑假釋漏洞，提前出獄。

Many ex-senior officials or wealthy people have had their prison sentences illegally commuted, an investigation by the Supreme People's Procuratorate has found. The Supreme People's Procuratorate launched the investigation in March to close loopholes in the prison system and improve judicial fairness and credibility.

最高人民檢察院調(diào)查發(fā)現(xiàn)，許多服刑的“有權(quán)人”“有錢人”會(huì)采取非法手段為自己減刑。為了維護(hù)司法公正和法律威信，最高檢3月起開(kāi)展了監(jiān)獄系統(tǒng)漏洞整治專項(xiàng)行動(dòng)。

給某人“減刑”即have someone's prison sentence commuted。作為名詞的“減刑”可用commutation表示。最高檢指出，許多職務(wù)犯罪（duty-related crimes）、金融犯罪（economic crimes）、涉黑犯罪（crimes involving mafia-like gangs）中的“有權(quán)人”和“有錢人”，較之普通罪犯減刑間隔時(shí)間短、減刑幅度大，假釋（be released on parole）和暫予監(jiān)外執(zhí)行（submit medical certificates requiring them to serve their sentences outside）比例高。有的罪犯采取假計(jì)分、假立功、假鑒定等手段違法獲取減刑、假釋、暫予監(jiān)外執(zhí)行。

最高檢刑事執(zhí)行檢察廳廳長(zhǎng)（director of the SPP's prison management bureau）袁其國(guó)稱，陽(yáng)光是最好的防腐劑，減刑、假釋案件實(shí)行開(kāi)庭審理（hold open court hearings），有助于推動(dòng)刑罰變更執(zhí)行公開(kāi)、公平、公正。
