First raised by former general secretary Jiang Zemin in his report to the 16th National Congress of the Communist Party of China in 2002, this strategy was used to call on all people to realize the value of the four factors in creating social wealth, promoting social progress, and realizing sustainable development for the country.

The term was formally included into the CPC constitution in 2007 as part of the Party's policies to further the country's prosperity.
