The Project of "Two Basics"
A campaign to "basically" achieve universal coverage of the nine-year compulsory education and eradicate illiteracy among middle age and young people in the western area of China.
Starting from 2004, the central government earmarked 10 billion yuan to sponsor 372 counties, cities and districts in the west for compulsory education and to improve literacy.
A key part in the country's effort to bridge the regional disparity in education, the campaign achieved its target in 2007 as planned.
