兩會(huì)熱詞：“審議”

兩會(huì)期間，哪個(gè)詞最為熱門(mén)？當(dāng)然是“審議”了?！皩徸h”如何用英文來(lái)表達(dá)，看下面一段相關(guān)新聞報(bào)導(dǎo)：
China's top legislature, the National People's Congress (NPC), on Thursday
started examining two draft laws aimed to grant equal protection to state and
private properties and introduce a unified income tax for domestic and
foreign-funded enterprises.
The draft property law and the draft enterprise income tax law were submitted
for deliberation to the ongoing annual full session of the Tenth NPC.
報(bào)道說(shuō)，《物權(quán)法》草案和《企業(yè)所得稅法》草案上周四正式提請(qǐng)中國(guó)最高立法機(jī)關(guān)全國(guó)人大審議。《物權(quán)法》力在對(duì)國(guó)家財(cái)產(chǎn)和私有財(cái)產(chǎn)予以平等保護(hù)，《企業(yè)所得稅》將統(tǒng)一內(nèi)外資企業(yè)所得稅。
由報(bào)道可知，“examination”和“deliberation”及其相應(yīng)的動(dòng)詞形式“examine”和“deliberate”，均可表示漢語(yǔ)中的“審議”。相比較而言，“deliberate/deliberation”更常用，側(cè)重指“慎重考慮”。
動(dòng)詞“deliberate”（審議）常和介詞“on”搭配，如該文的標(biāo)題就可設(shè)為“Lawmakers deliberate (on) bills on
property, corporate tax”。
此外，外電報(bào)道也常用“on the table(adv.)/table(v. )”表示“審議”，如：A draft
on property law was finally tabled for discussion at the NPC on March 8 after a
14-year legislative
marathon.（制定過(guò)程長(zhǎng)達(dá)14年之久的《物權(quán)法》草案3月8日提請(qǐng)十屆全國(guó)人大五次會(huì)議審議。）
