China's relevant authorities are formulating a regulation to facilitate news coverage by foreign journalists during the 2008 Olympic Games, top Olympics organizer Liu Qi said in Beijing.

The Chinese government and the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG) have attached great importance
to media services, BOCOG President Liu Qi told the 2006 World Broadcasting Meeting for the 2008 Olympic Games.

Based on the commitment made by the Chinese government in the bid process and taking into full consideration the international practices of the Olympic Games, the regulation is intended to provide convenience to foreign journalists for their coverage of the Games in China, he said.

With the support of the Chinese government, progress has been made in BOCOG's work in the area of broadcasting and media service since last year's world broadcasters meeting, Liu noted, adding that BOCOG arranged news coverage by 117 media from 53 countries and close to 600 visits and interviews from overseas media in the first half of this year. BOCOG has established good cooperative relations with such famous broadcasters as National Broadcasting Company (NBC) and European Broadcasting Union. So far, BOCOG has set up the preparatory group for the operation of the Main Press Center (MPC) and International Broadcasting Center (IBC). Construction of the IBC, MPC and the Media Villages is moving forward smoothly and the main structure of some facilities has been completed, Liu went on to say.

To provide good and convenient services for the broadcasters and media at large is a major undertaking of BOCOG for the next two years, said Liu, adding BOCOG will abide by its commitment made in the 2005 world broadcasters meeting to render quality convenient services, the BOCOG president continued.

Liu Qi pointed out that the Chinese government authorities are making efforts to amend relevant laws, formulate special policies and simplify administrative approval procedures to guarantee good working conditions for foreign journalists during Games-time. These measures include:

Equipment that foreign media organizations bring into China for broadcasting and covering the sports competitions will be allowed to enter as temporary imports with tax exemption;

Temporary entry permission will be given to motor vehicles from overseas for covering the Games. Foreign journalists may apply for temporary driving permits;

Foreign accredited media may make applications through BOCOG for filming cultural relics and BOCOG will acquire permission for them from the State Administration of Cultural Relics in accordance with the required procedures;

Foreign journalists and media organizations may apply to the Press Commission of the Chinese Olympic Committee for interviews with Chinese athletes and the Commission will arrange the interviews for them and provide convenience;

Accredited foreign media organizations that wish to conduct aerial filming of the Olympic competitions may send applications and detailed plans to BOCOG, who will submit the requests to relevant government authorities for approval in accordance with the required procedures;

During the Beijing Olympic Games, foreign journalists may rent housing for accommodation or offices through legal real-estate agencies.

The 2006 World Broadcaster Meeting (WBM) is held from August 9-11th in Beijing. More than sixty delegates from rights-holding broadcasters such as NBC, EBU, ABU (Asia-Pacific Broadcasting Union) and China's CCTV participate in the meeting.

This is their second meeting after they first met last September in Beijing for the First World Broadcaster Briefing. During the meeting this year they made a venue tour of the National Stadium, National Aquatics Center, the International Broadcast Center and the sample rooms of the Media Villages.

Broadcasters will be informed of the latest development in Games preparations like venue construction, competition schedule, technology, accommodation, transportation, media operations, and the broadcasting plan both by BOCOG and Beijing Olympic Broadcasting Co., Ltd (BOB), host broadcaster of the Beijing Olympic Games.

Broadcasters will also hold meetings with BOCOG and BOB regarding their respective technical requirements and policy-related issues.
