報(bào)道說(shuō)，“完善科技經(jīng)費(fèi)監(jiān)管體系”的主要目的是“避免虛報(bào)開(kāi)支、杜絕挪用公款和鋪張浪費(fèi)行為”。想必您已猜出，“虛報(bào)開(kāi)支”相應(yīng)的英文表達(dá)是“expense
padding”。
Pad做動(dòng)詞時(shí)原意指：“to lengthen something （written or spoken） with extraneous
