6月13日，石油輸出國(guó)組織（歐佩克）主席薩巴赫表示，他將建議歐佩克把官方的原油日產(chǎn)量上限上調(diào)50萬桶，使日產(chǎn)量配額達(dá)到2800萬桶。但他表示，此舉將不會(huì)為市場(chǎng)帶來任何新的原油供應(yīng)。只是歐佩克使其產(chǎn)量上限與目前的產(chǎn)量水平保持一致的信號(hào)。外電報(bào)道如下：OPEC
is expected to raise its daily output quota by half a million barrels when
it meets later this week, though analysts said the move would have little
impact on oil prices - an
opinion that appeared to be verified by a $2-a-barrel surge on
Monday.
The anticipated increase would bring the official quota to 28 million
barrels per day - a symbolic gesture, analysts said, since the cartel is
already pumping that much. Including Iraq, which is not bound by the
official quota, OPEC's daily output was 29.3 million barrels a day in May,
according to the International Energy Agency.
The Organization of Petroleum Exporting Countries produces enough crude
oil to meet about 35 percent of daily demand, which is about 82.5 million
barrels a day now and is forecast to average more than 84 million barrels
a day for the year.
Cartel的音譯為“卡特爾”，在此表示“同業(yè)聯(lián)盟”，即為協(xié)調(diào)生產(chǎn)、價(jià)格和商品市場(chǎng)而組成的獨(dú)立的商業(yè)組織聯(lián)合體。此外cartel還有“聯(lián)合企業(yè)，政治聯(lián)盟，戰(zhàn)俘交換協(xié)議”等多種含義，例如：cartelship（俘虜交換船）；anti-depression

薩巴赫在定于15日召開的歐佩克會(huì)議前表示，實(shí)際上，歐佩克目前的日產(chǎn)量就是這么多，但這至少將向市場(chǎng)發(fā)出一個(gè)積極的信號(hào)，并且將是歐佩克朝著需求增長(zhǎng)的第四季度邁出的第一步。
