美國(guó)國(guó)務(wù)卿鮑威爾昨天代表布什政府宣稱，聯(lián)合國(guó)秘書(shū)長(zhǎng)安南應(yīng)對(duì)最近聯(lián)合國(guó)“石油換食品”計(jì)劃中出現(xiàn)的失誤負(fù)全責(zé)。外電報(bào)道如下：The Bush
administration, which earlier backed Secretary-General Kofi Annan in the
U.N. oil-for-food scandal, on Tuesday demanded he be held accountable for
mismanagement in the program.
"What we have heard, so far, is that there were serious problems inside
the U.N. on the management of this. We're not sure if there were criminal
problems, but there were certainly management problems,"outgoing Secretary
of State Colin Powell told Fox News.
"And the secretary-general will have to be accountable for those
management problems," he added in the television interview.
Accountable在這里的意思是“負(fù)有責(zé)任的，有義務(wù)的”。例如：He is accountable to us for this
action.(他應(yīng)該為這次行動(dòng)負(fù)責(zé)。) 此外,accountable還有“應(yīng)加解釋的，應(yīng)加說(shuō)明的”的含義,例如:an accountable
phenomenon(應(yīng)做解釋的現(xiàn)象)。
據(jù)悉，“石油換食品”計(jì)劃旨在緩解伊拉克人民的生活困境，允許伊利用石油出口收入進(jìn)口急需的食物藥品等物資。該計(jì)劃由伊拉克與聯(lián)合國(guó)安理會(huì)共同簽署和負(fù)責(zé)實(shí)施，對(duì)緩解伊人道主義危機(jī)起到一定作用。在伊拉克戰(zhàn)爭(zhēng)前，該國(guó)有60%的人口依靠“石油換食品”計(jì)劃提供的食品援助生存。然而從去年1月份開(kāi)始，媒體報(bào)道聯(lián)合國(guó)官員在該計(jì)劃執(zhí)行中存在操作失誤和巨額腐敗。一家伊拉克報(bào)紙當(dāng)時(shí)報(bào)道說(shuō)，薩達(dá)姆曾用伊拉克的石油收入賄賂來(lái)自46個(gè)國(guó)家的270多名外國(guó)政界和新聞界人士，包括“石油換食品”計(jì)劃管理辦公室負(fù)責(zé)人以謀求國(guó)際社會(huì)支持。目前針對(duì)計(jì)劃中出現(xiàn)的嚴(yán)重問(wèn)題，調(diào)查正在進(jìn)一步進(jìn)行之中。
